Jaringansantri.com. The head of Komnas HAM Papua Representative Frits Bernard Ramandey said the violence against health workers carried out by the Armed Criminal Group (KKB) in the Kiwirok District, Bintang Mountains, Papua violated human rights.
“The violence carried out by the KKB against health workers will not get any place or sympathy in the eyes of the international community because what they are doing is against human rights principles,” said Frits to Tempo, Saturday, September 18 2021.
Frits said the pattern carried out by KKB was the same as the attack in Nduga last April which also attacked teachers. He also criticized the violence perpetrated by the KKB against humanitarian workers.
“We condemn this sadistic act,” he said.
In the international term, armed groups that carry out acts of terror that disturb the comfort and peace of civil society, let alone eliminate health workers, can be classified as Violent Non-State Actor (VNSA). It is undeniable that VNSA activities such as the KKB can influence state security policies and provoke states to wage war against them.
On the context, the University of Indonesia’s Terrorism Study Program in collaboration with INC TV and NU Channel held an international webinar entitled “The Local Wisdom And Threats Violent Non-state Actor: Terrorist and Rebels in Africa and Papua-Indonesia“.
In its release, this webinar is aimed at building an understanding that violence perpetrated by militant and separatist groups is part of the Violent Non-State Actor (VNSA) which seriously threatens public peace. However, on the other hand, the existence of local wisdom in resolving various conflicts that occur especially in Papua will give a positive picture that the Indonesian Papuan people live in peace and tolerance and have a tradition of resolving conflicts well based on an internationally recognized constitution.
“The webinar will also discuss the extent to which local wisdom is able to reduce various threats of violence from non-state actors. Experiences in Papua and in African-Middle Eastern countries in dealing with violence by non-state actors will be a lesson in the importance of strengthening local wisdom. How is the spiral of violence carried out by non-state actors, strategies for resolving various violent conflicts, and how the state strengthens civil society to care for local wisdom as capital in carrying out development and empowerment that is both peaceful and prosperous.” explained the organizing committee, Muhamad Wildan.
The event was combined with experiences in Africa such as Mali, Nigeria, Congo, and other countries, especially Egypt, which has the same experience, facing the threat of separatist groups carried out by militant groups by means of acts of terrorism.

While the speakers include Prof. Dr. Mustafa Zahran (Egyptian specialist and Researcher in the religious field and Islamic groups and currents); Frits Ramandey, Head of Komnas HAM Papua Office; Dr. Sri Yunanto (Terrorism Observer, Expert Staff to Wantimpres, Executive Director of the Institute For Peace and Security Studies/IPSS); and Muhammad Syauqillah I, Ph.D (Head of Terrorism Studies Program at University of Indonesia and PhD Graduate of Marmara University Turkey).
The Chair of the UI Terrorism Study Program, Muhammad Syauqillah, Ph.D, stated that efforts to counter the activities of non-state armed groups must pay attention to the various capabilities possessed by these groups. Efforts to overcome their threat must use methods that can reduce their ability to obtain funding and weapons resources.
“This is where the importance of local wisdom in addition to law enforcement measures in order to fortify and resolve any conflicts that arise so that they are immediately suppressed,” said the Doctoral alumnus of Marmara University, Turkey.
Regarding the Papuan KKB, the expert staff of the Indonesian Watimpres, Dr Sri Yunanto said that if you look at the definition of terrorist according to Law number 5 of 2018, this KKB has entered the terrorist criteria for committing violence, causing fear, and sacrificing lives.
As a terrorism lecturer at UI and UMJ, Sri knows that the government is doing its best to promote dialogue to resolve the Papuan problem.
“I personally agree with the designation of the KKB as a terrorist organization. In my experience when I was at the Coordinating Minister for Political, Legal and Security Affairs, the Government never stopped having dialogue with representatives from Papua such as the Papuan DPRD and traditional leaders from Papua. But for now, how do you want to have a dialogue? If violence occurs continuously?,” closed Sri.
This dialogue as local wisdom also continues to be carried out by the Al-Azhar Institute of Egypt in overcoming the emergence of Islamic jihadist currents, especially Al-Qaeda and ISIS, as well as other currents of political Islam, including extremist Salafism and others. As an observer of the Islamic movement, Dr Mustafa Zuhron said that Al-Azhar Cairo Egypt plays an important role in protecting the Islamic nation against manifestations of extremism.
“The role of Al-Azhar, with the manifestation of its local wisdom in dealing with the currents of violence and terrorism, becomes very important.” Said the terrorism observer from Egypt.
